On the morning of July 22nd, Nguyen Jingquan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee of Vietnam, presided over a work symposium at the conference hall of the Lang Son Provincial Government. He met with a delegation of Chinese enterprises led by Dr. He Zhiping, President of the Anhui Enterprise Federation of the Vietnam Chinese Chamber of Commerce, and Nguyen Chi Trung, Chairman of the Board of Directors of Vietnam Jiading Group. Duan Qingshan, Vice Chairman of the People's Committee of Liangshan Province, and heads of functional departments such as the Department of Industry and Trade, the Department of Planning and Investment, the Vietnam Sixth District Customs, the Department of Finance, and the Department of Foreign Affairs accompanied the attendees. The Anhui Enterprise Federation of the Vietnam China Chamber of Commerce (hereinafter referred to as the "Vietnam Anhui Chamber of Commerce"), as an important civil bridge for connecting Anhui enterprises to go global and liaise with local governments in Vietnam, continues to monitor and follow up on the progress of this meeting.
1กข Focus of the meeting: From "Hushan 1" to "Hushan 2", the cooperation between China and Vietnam parks is accelerating
At the symposium, Ruan Zhizhong, Chairman of Jiading Group, first reported on the construction progress of the Hushan 1 Industrial Zone project and officially proposed the next implementation plan for the Hushan 2 Industrial Zone. Chairman Ruan Zhizhong stated that Jiading Group is willing to continue increasing its investment in industrial clusters in Liangshan Province. He hopes that the provincial authorities will provide continuous support in investment preferential policies, subsequent project approval processes, and infrastructure support, creating a stable and transparent landing environment for foreign investors, including Chinese enterprises.
The high-level communication from Lang Son Province marks the entry of the cooperation model of the northern border industrial park in Vietnam, which includes the establishment of chambers of commerce, land supply from Jiading, and enterprise clusters from Anhui, into the stage of provincial government endorsement.
2กข Concerns of Anhui and Chinese Enterprises: Semiconductors, Smart Cities, Employment and Policy Packages
Representatives of Chinese enterprises accompanying the delegation had practical exchanges with leaders and department heads of Liangshan Province on the following topics:
Tax incentives and land rent reduction mechanisms enjoyed by foreign-invested projects;
List of industries that Liangshan Province prioritizes attracting, especially semiconductor and electronic supporting, intelligent manufacturing industries;
Urban sign engineering construction, urban lighting system design and other urban construction cooperation spaces;
? Local labor supply scale, skill structure, and social security compliance costs;
Cross border logistics synergy under the combination of border port economy (Friendship Pass Liangshan) and RCEP.
Vice Chairman Duan Qingshan and relevant departments and bureaus answered one by one on site, and stated that Liangshan is taking "port economy+processing and manufacturing+new energy and new materials" as the growth pole of the northern economy, and welcomes Chinese enterprises to participate in the development of the area under the premise of compliance.
3กข Provincial commitment: Special team to follow up and escort Chinese enterprises to land
In his summary, the Chairman of the Provincial People's Committee, Nguyen Jing, instructed on the spot that relevant departments and bureaus must designate dedicated personnel to liaise with Jiading Group and Chinese enterprises, providing "one-stop" assistance throughout the entire process of preliminary research, feasibility study, and investment license application, to ensure the steady progress of the expansion of the Hushan series industrial zone and related industrial chain projects in Vietnam.
Both parties have reached a basic consensus on the new round of cooperation framework between Liangshan Province, Jiading Group, and Chinese enterprises, leaving a policy interface for Anhui based enterprises to settle in the northern industrial zone in bulk in the future.
4กข Vietnam Anhui Chamber of Commerce Perspective: Incorporating "Anhui Industrial Park" into the Border Economic Belt
In May 2026, Anhui Hengqun Import and Export Trade Co., Ltd. and Vietnam Jiading Group signed a strategic cooperation framework agreement to jointly build an "Anhui Industrial Park" for Vietnam's Langshan Hushan 1 industrial cluster at the "RCEP Local Government and Sister City Cooperation (Mount Huangshan) Forum". This July 22 meeting is just the continuation and amplification of this agreement at the provincial level.
The Chamber of Commerce will focus on three things in the next step:
1. Policy translation - Organize the preferential package, semiconductor support terms, and employment rules of Liangshan Province into Chinese guidelines to reduce member decision-making costs;
2. Group survey - In the third quarter, organize a special inspection team for Anhui enterprises to conduct on-site selection in the Hushan area of Liangshan, giving priority to connecting with industries such as automotive parts, photovoltaic cables, packaging and printing, and intelligent lighting;
3. Compliance escort - collaborate with local law firms and accounting firms to provide full chain landing services for companies planning to settle down, including company establishment, environmental protection and fire protection, customs and taxation.
President He Zhiping said: "Lang Son Province, adjacent to Guangxi, China, is a key land port node for the docking of China's" the Belt and Road "initiative and Vietnam's" two corridors and one circle ". The industrial advantages of Anhui, combined with the port location advantages of Liangshan, have strong complementary cooperation between the two sides. In the future, they will deepen cooperation in multiple fields to achieve mutual benefit and win-win results.
